David C. Cowgill is an environmental scientist and Program Manager with the U.S. Environmental Protection Agency’s Great Lakes National Program Office in Chicago, Illinois. He is Chief of the Technical Assistance and Analysis Branch. His management areas of responsibility include contaminated sediment assessment and remediation (including implementation of the Great Lake Legacy Act), ecological protection and restoration, information management and data integration, and coordination of the Great Lakes Human Health Network with Canada.
The Great Lakes National Program Office (GLNPO) is responsible for developing and coordinating the implementation of programs and plans to address the environmental issues confronting the Great Lakes, and overseeing implementation of the Great Lakes Water Quality Agreement with Canada. He has a Master of Science in Environmental Science degree and Bachelor’s degree from Indiana University in Bloomington, Indiana.
